It’s not uncommon to have so few candidates running for a seat on a special district board, said Steve Frates, a senior fellow at the Rose Institute for State and Local Government at Claremont McKenna College.
California has about 3,000 special districts on top of the 58 counties, more than 400 cities and about 1,000 school districts, Frates said.
“There are a whole lot of low-profile special districts that don’t get much press or attention,” he said by phone.
