A city manager’s job can be unstable, at best, due to ever-changing city council majorities, politics, and the fact that top municipal executives are often seen as “somewhat of a professional punching bag” – scapegoats for a city’s woes, according to Doug Johnson, a fellow at Claremont McKenna College’s of State and Local Government.
But Baxter says he likes the challenge, both of being a city manager and of taking charge of “tough towns.”
