The City of Santa Monica has a council-manager system of government. Seven members are elected to city council at large and serve four year terms. The council appoints a Mayor and a Mayor Pro Tempore after each election of new city council members. The City Council also appoints a City Manager and a City Attorney. The council may remove the City Manager and the City Attorney at any time given the support of a motion by five members. The City Manager is responsible for the administrative affairs of the city.
