The City of Pasadena is a charter city with a Council-Manager governmental system. Pasadena residents directly elect the Mayor to serve four-year terms. The City Council consists of seven members, each of whom represent a specific geographic district within the City. The City Manager oversees and directs the City’s departments to ensure that they meet the City Council’s goals, apply policy consistently, and identify key issues that need Council direction.

BioTerry Tornek was elected to represent District 7 on the City Council in April, 2009, was reelected in 2013 and was then elected as Mayor in April, 2015. Mayor Tornek serves as Chairman of the Finance Committee, is a member of the Municipal Services and Legislative Policy Committees, is the City Council appointee to the Fire and Police Retirement Board, is Pasadena’s representative to the San Gabriel Valley Council of Governments, and is Secretary of the Burbank Airport Authority. He is deeply involved in the City’s financial planning, affordable housing and the City’s planning and development decision-making process. Terry graduated from Princeton University’s Woodrow Wilson School with a degree in Public and International Affairs. He also earned a Master of Science in Urban Planning from Columbia University’s School of Architecture. He served in the Army National Guard and Reserves for 6 years.

BioFirst elected in 2001, Councilmember Victor Gordo de Arteaga will be up for re-election in 2017. Gordo studied Business Management and Finance at Azusa Pacific University and was the first member of his family to attend college. After graduation, Gordo taught junior high at High Point Academy and worked as Program Director for the Day One Community Partnership. He entered public service in 1997 when Vice Mayor Bill Crawfoot appointed him as Field Representative for District 5. While serving as field representative, Gordo attended law school at the University of La Verne College of Law and graduated in 2001. In 2009, he was selected to serve as the Pasadena City Council's representative on the Rose Bowl Operating Company, and was later elected by the company's Board of Directors to serve as President/Chair and help lead the Rose Bowl's renovation. Gordo also serves as both Secretary/Treasurer and general counsel to the Laborer's International Union of North America Local 777. Currently, he is a member of the Finance Committee and is Chair of the Economic Development and Technology Committee.

BioFirst elected in 2007, Margaret McAustin will be up for re-election in 2015. McAustin earned her bachelor's degree in Business Administration from California State University, Los Angeles. Early in her career she worked as an asset manager and gained experience in budgeting, municipal bond financing, litigation oversight, project management, and acquisition and sales. She served as Pasadena City Planning Commissioner from 1993 to 1997, then again in 2005. McAustin also served on the City's Charter Reform Task Force in 1998 and was Co-Chair of the North Lake Specific Plan Coordinating Committee. On the council, she serves as Chair of the Municipal Services Committee.

BioTyron Hampton was elected to the City Council of Pasadena for District 1 in 2015. Tyron A.L. Hampton was born and raised in Pasadena by his parents, Denise and Tyrone Hampton. He attended Pasadena Unified School District (PUSD) schools located in District 1 during his academic career: Cleveland Elementary, Washington Middle School and John Muir High School. While he was in high school, he supplemented his education with additional college courses at Pasadena City College. Upon graduating from high school in 2001, he began his college education at the California State Polytechnic University, Pomona where he earned Bachelor degrees in Food Marketing and Agriculture Biology.

BioElected in 2013 to the Council. John J. Kennedy will be up for re-election in 2017. A native of Pasadena, he graduated from Blair High School and then received dual degrees in International Relations and Social Science Communications (Economics) from USC and his law degree from Howard University School of Law. When he was twenty-five, he served as President of the Pasadena Branch of the NAACP. Kennedy also served as Deputy Chief of Police Administrative Services for the Richmond Police Department in Virginia. He has worked in the Finance, City Attorney, Police, and Public Works Departments of the City of Pasadena, while also serving on the boards of a spate of community organizations. Kennedy was Director of Special Projects for Southern California Edison for several years, which involved managing community investments to various non-profits, among other tasks. Currently, he serves on the Public Safety Committee for the City of Pasadena.

BioCouncilmember Gene Masuda was elected to the Fourth District on the City Council in 2011 and will be up for re-election in 2015. He graduated from California State University, Los Angeles, with a bachelor's degree in Business Administration. Following graduation, he founded his own employment placement business and moved to Pasadena in 1985. Masuda established the Gene Masuda Educational Center at the Boys and Girls Club of Pasadena and was a director of the Pasadena Educational Foundation, an organization that raises money for the Pasadena Unified School District. He currently serves on the Economic Development and Technology Committee and the Public Safety Committee.

BioFirst elected in 1999 and re-elected every four years since, Steve Madison will be up for re-election in 2015. Madison graduated from the University of Santa Clara with a B.A. in English before attending both Boston College and USC for his law degree. He also earned a Master's in Public Administration, with honors, from USC. Steve taught for 10 years as an Adjunct Professor of Law at USC School of Law and served as a Judge Pro Tem of the Los Angeles County Superior Court. He spent nine years as an Assistant United States Attorney where he prosecuted federal criminal cases. He is now a practicing trial lawyer and a partner with Quinn Emmanuel Urquhart & Sullivan in Los Angeles. A former Vice Mayor of Pasadena, Madison has worked on the Economic Development and Technology, Public Safety, and Legislative Policy Committees. He has also served on the Pasadena Center Operating Company Board, the Multimodal Operations and Development Entity Board, and the Youth Development and Violence Prevention Task Force. Madison is also one of Pasadena's three appointees to the Burbank/Glendale/Pasadena Airport Authority Commission.

Appointed as Pasadena City Manager in 2008, Beck currently manages fourteen departments within the city and is a member of the Rose Bowl Operating Company. Beck once served as the Assistant City Manager for the City of Riverside, where he was integral to the implementation of the $1.8 billion Riverside Renaissance program, which involved thirty years of public infrastructure investment in five years. He also worked as the Director of Economic Development and Real Estate Services for the University of California, Riverside. There, Beck focused on developing public/private partnerships and a regional economic development agenda.
