The City of Huntington Beach has a Manager-Council form of government. The seven City Council members are elected to four-year terms and are limited to two consecutive terms. The position of Mayor is filled on a rotating basis by members of the City Council. The City Attorney, City Clerk, and City Treasurer’s offices are headed by elected officials, while Huntington Beach’s 11 other departments report to the City Manager. The City Council acts as Huntington Beach’s legislative body, while the City Manager is responsible for the city’s day-to-day operations.
