The City of Anaheim operates on a council-manager system of governance. Five nonpartisan members sit on the City Council. The council members and mayor are elected in staggered four year terms. Two council members are elected in even-numbered years divisible by four, and the mayor and other two council members are elected in the even numbered years in between. The mayor and city council members can serve a maximum of two terms. The city council appoints the city manager, assistant city manager, and city attorney. The city manager oversees all city departments, appoints all department heads, and recommends a budget to the city council. The city council appoints members to the city boards and commissions. The commissions and boards vary in size and term length.
