Kosmont Cost of Doing Business Survey® History

In its initial launch in 1994, the Survey covered only major California communities, most of which were located in the southern half of the state. Now in its sixteenth year, the Survey examines 413 cities and markets nationwide, including Atlanta, Chicago, Dallas, Denver, Houston, Los Angeles, Las Vegas, Miami, New York, Philadelphia, Phoenix, Seattle and Washington, D.C. The current Survey is the product of a successful seven-year partnership between Kosmont Companies, a development services firm, and the Rose Institute of State and Local Government.

The Survey has continued to become a more useful and more inclusive tool over the last sixteen years of its publication, and the 2010 edition is no exception. The Survey is now the premiere source for data about fees, taxes, costs, and incentives that affect businesses across the country. It has been cited frequently by national papers such as The Wall Street Journal, and is a constant resource for business leaders, national publications, and researchers. As Mr. Larry Kosmont, President and CEO of Kosmont Companies, says of the Survey’s broad appeal, “When we introduced the Survey years ago, we were not sure how useful it would be. But each year we have found more and more cities using it to evaluate their attractiveness vis à vis other cities. It is being used by corporations contemplating a move to sharpen their focus and narrow their options. Developers use it to see where they have the most profitable opportunities.
