In California, a Republican-backed ballot initiative in 1994 that denied illegal immigrants most public services turned large numbers of Latino voters against the GOP and fueled Democratic gains at the ballot box.
“The fallout from Proposition 187 definitely damaged Republicans,” said John Pitney, a professor of political science at Claremont McKenna College in suburban Los Angeles.
