The idea that market competition requires that public employees must get regular pay hikes and sweetened benefits is an “urban myth,” according to Steve Frates, a senior fellow with the Rose Institute of State and Local Government. He says the statistical evidence is overwhelming that except for police officers, public employee turnover is tiny compared with the private sector.
