A November 15th article in the San Jose Mercury News quoted Rose Institute Fellow Douglas Johnson on the possible effects of redistricting reform in California.
The article was titled “The biggest spender in California’s election? It’s not who you think,” and it discusses how Stanford University physicist Charles T. Munger Jr. spent  $12.6 million promoting Proposition 20 in the recent election. The proposition, which passed with 61% support, requires congressional districts to be reapportioned by an independent commission instead of state legislators.
Johnson believes that “the measure probably won’t alter Democratic domination of the congressional delegation because there are about 2.5 million more registered Democrats than Republicans in California.” He does allow, however, that “it may shake up the hold of incumbents in both parties and give more newcomers a shot at being elected.”
