The four-member majority all endorsed Herfert, but split 2-2 on their endorsement for the second seat. “If you split 2-2, you’ll split your supporters too,” said political expert Douglas Johnson, a fellow with the Rose Institute of State and Local Government at Claremont McKenna College. “I can’t imagine what they were thinking not coming together.”
