In a recent report, the Center for Governmental Studies found that the independent commission that would result from Prop 11 would be more ethnically diverse and less partisan than a redistricting committee in the legislature. “Proposition 11, by contrast, could increase fairness and public involvement in the redistricting process, and it could decrease political manipulation of district boundaries by requiring an independent commission to follow specific criteria in drawing State Assembly, State Senate and Board of Equalization districts.”
