Steven Frates, a senior fellow at Claremont McKenna College’s Rose Institute of State and Local Government, said it is not unusual during a recall for other councilmembers to run.
“The three people may have no particular problem with the person under recall but feel it’s time to go forward, or they have political aspirations of their own,” Frates said. “Or, they could be closely allied with someone who desires the office. Obviously it’s a position with political power and reach and more of a launching pad for other political ambitions.”
