Oregon Overview

Redistricting Process: The legislature is initially responsible for redistricting congressional districts, subject to gubernatorial veto. Congressional redistricting is treated as any other bill in the legislature. But Oregon’s Constitution establishes a backup legislative redistricting system. If the legislature fails to pass a legislative plan by July 1, 2011, or if the governor vetoes the plan and the legislature fails to override the veto, the secretary of state takes over the process, an event that happened in 1971, 1991, and 2001. Oregon Secretary of State Bill Bradbury ran the redistricting process during the 2001 cycle. The Oregon Supreme Court is legally mandated to review plans before they became law. Any challenges to a redistricting plan passed by either the legislature or secretary of state are considered by the Oregon Supreme Court.
