Redistricting Process: The redistricting plans for the congressional districts are done by the state legislature with the governor having veto power. Any plan must be passed by both houses of the state legislature with a majority vote. If the governor vetoes that plan, the legislature can override the veto by a three-fifths vote. If a plan cannot be agreed upon, the redistricting can go to the courts.
