The City of West Covina operates under a council-manager form of government. The city elects five council members who serve four-year terms. The council then elects a member of the council to become West Covina’s Mayor. The City Council sets policies and appoints residents to serve on commissions. The City Manager, meanwhile, directs and coordinates the activities of all City departments and reports to the City Council.
