The City of Oxnard operates under a council-manager form of government. The City Council, which is elected on a non-partisan basis, is comprised of the mayor, elected to a two-year term, and four council members, elected to four-year staggered terms. The City Council appoints a City Manager and a City Attorney. The City Mananger is charged with the administration of all City affairs, including appointments of the heads of departments, day-to-day operations, and implementation of City Council policies. Both the City Manager and City Attorney report directly to the City Council.
