Statewide reform plans, initiatives, and political battles at the highest of levels might get all the headlines, but The Salinas Californian announces:

The odd thing about all the eye-glazing reactions that the word “redistricting” causes is that it simply refers to a fact of all levels of democratic life—a practical necessity of any sort of elected representation. So long as demographics change there will be pressure for district boundaries to change as well.
