In a recent article in the San Diego Tribune, Dr. Frates was quoted on the subject of San Diego city council oversight of bids from financial institutions for city work.
Steve Frates, a senior fellow at the Rose Institute of State and Local Government at Claremont McKenna College, said the council could, and probably should, exert more control.
“It’s the council’s prerogative to look at anything they want and certainly given the track record in San Diego, it would be prudent for the council to pay close attention,†he said.
