The Victorville Daily Press has an article in which Dr. Frates is quoted about cities incentive agreements with developers. Dr. Frates believes that some of Victorville’s incentives are relatively standard, while others are more unusual.
These promises between a city and developers are not unheard of, according to Steven Frates, senior fellow with the Rose Institute of State and Local Government at Claremont McKenna College. However Frates said some of the promises are quite controversial and aggressive.
“Some people question whether it is good public policy to make these kinds of promises,†Frates said, “or whether or not it is subsidizing private business.â€
In the end, he said it all comes down to numbers and whether the project’s benefits warrant the concessions the city has made.
