Failure of 93 & Redistricting

There is considerable speculation about why the electorate turned down the proposal, but one key factor for many was the belief that changing term limits should be coupled with redistricting reform. As most know, the current legislative districts have been drawn in a fashion to make almost none of them competitive with most districts deemed to be either “Republican” or “Democrat.” But more important than the “why” was Proposition 93 turned down by the voters is the question of “who” will succeed the current leadership in the two houses of the Legislature.
